Noreen is a graduate of Maria College where she earned her Associates Degree in Nursing. After years of practice as an intensive care nurse, she completed a Baccalaureate Degree in Economics from Siena College where she graduated magna cum laude earning a scholarship to Union College's Graduate Management Institute.

She is admitted to practice in state and federal courts in New York State. She is also admitted to practice in state courts in the Commonwealth of Massachusetts.
